As relief trains often ran ten minutes before the booked service, this is presumably the relief for the 1B32 14:00 Paddington to Swansea HST. This was in the days when Britain had a fully integrated railway, with enough flexibility to arrange additional trains. Nowadays, when the train operator's profit (or more recently their attempt to reduce their losses!) is more important than getting the passengers to their destination, these kind of trains hardly exist.
